POSITION OVERVIEW

Reporting to the Deputy Director of IRAs, the Director of Resident Care and Program Performance (RCPP) is a key member of the IRA management team, helping to ensure quality care, appropriate placements and overall compliance with state, federal, and CARF regulations and standards. The Director of RCPP is responsible for working with the team members and staff to keep the IRAs in full compliance with regulations and guidelines and audit ready. They oversee the IRA billing and billing process and are the primary leader in coordinating and overseeing resident transitions and placements, including admission, discharges and returns from hospital, rehab or nursing home stays, as well as additional communication to help engage and coordinate care with family members. They actively partner and collaborate with colleagues and staff, as well as with external stakeholders, including families, advocates and OPWDD.

KEY ESSENTIAL FUNCTIONS

• Responsible lead, in partnership with IRA management team, for keeping the IRAs audit ready and in compliance with state, federal and CARF regulations, guidelines and standards of care.
• Knowledgeable of stare, federal and CARF regulations and standards of care, working with Compliance and other sources to build understanding and keep up‑to‑date with revisions.
• Develops, maintains, reviews and reports out on weekly data and trackers.
• Conducts chart and documentation reviews.
• Develops, implements and monitors Plans of Corrective Action in response to external audits by OPWDD or other regulatory bodies.
• Helps develop and implement internal corrective actions in response to internal findings, observations and audits.
• Assists in preparation for CARF accreditations.
• Tracks and ensures completion of required training of IRA staff, in collaboration with IRA management team members.
• Ensures follow up on and closure of incidents.
• Assists in facilitating audits.
• Oversees weekly IRA billing:
  • Reviews and certifies billing.
  • Ensures billing processes are effective and consistently followed.
  • Helps identify and address billing issues and gaps.
• Primary leader coordinating and overseeing resident care, transitions and placements, including admissions, discharges and returns from hospital, rehab or nursing home stays:
  • Tracks admission, discharges, out‑of‑resident stays in hospital, rehab or nursing home, participating in related meetings.
  • Coordinates plans for appropriate placement based on individual need and setting internally with medical, nursing, clinical and residential, and externally with hospital/rehab/nursing homes, families, advocates, and OPWDD.
  • Facilitates meetings and communication, as required.
  • Documents contacts and plans.
  • Escalates challenging residential care and placement situations up for division and agency support.
  • Facilitates and tracks all required steps for admission and discharges to the IRAs.
  • Ensures families are engaged, receive timely and complete communications, involved in care decisions, as appropriate, and generally satisfied with the care provided for their family member.
• Key member of IRA management team:
  • Coordinates care across disciplines and programs in a respectful, effective and collaborative manner.
  • Assists with responding to emergency situations.
  • Provides coverage for vacant positions or for colleagues PTO, on a temporary basis as needed.
  • Implements and supports system changes.
  • Utilizes data and proven performance improvement tools, such as Lean Six Sigma, to identify and solve problems.
  • Participates, with the IRA management team, in meetings, communication, planning and operations.
  • Travels to IRAs, as needed.

EDUCATIONAL / TRAINING REQUIRED

• A master’s degree in a relevant field, or advanced certification in healthcare management, administration or quality improvement.

EXPERIENCE REQUIRED / LANGUAGE PREFERENCE

• A minimum of 5 years of experience working with the intellectually disabled populations in a supervisory role.
• Knowledge of OPWDD and DOH regulations.
• Prior experience with quality assurance, quality improvement, or data analysis.

COMPUTER SKILLS REQUIRED

• Strong computer skills are required. The ability to use Microsoft applications including Word, Excel, and PowerPoint are critical. Familiarity with electronic health records.

VISUAL AND MANUAL DEXTERITY

The visual and manual dexterity needed for this position include the ability to work on the computer typing reports and reviewing charts. There is also the need to speak frequently on the telephone, including a cellular phone and participate in video conference meetings.

WORK ENVIRONMENT / PHYSICAL EFFORT

• This position requires the ability to visit multiple homes daily, walking within residential programs, including navigating stairs and interacting with residents.
• Requires movement to respond to crisis or emergencies, which includes walking, sitting, standing, and bending as necessary, and sometimes quickly, to provide care and intervene effectively in various settings.
• Regularly required to sit for part of the day.
• The lighting and noise levels are consistent with those typically found in a healthcare or long‑term care environment.
• Must be able to lift up to 20 lbs.
