MINIMUM QUALIFICATIONS REQUIRED:
High School Diploma or GED Certificate.
Water/Wastewater technical training or certification.
5 - 7 years of experience as a Civil Engineering Technician, Construction inspector for W/WW, Alignment staking, construction & plan review, utility operations and water/wastewater operations.
Knowledge of quality assurance and quality control practices and techniques.
Valid Driver's License (subject to motor vehicle record review).
JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:
Performs quality assurance/quality control for the acceptance of all W/WW facilities transferred to NTUA ensuring compliance with all applicable standards and specifications to include document review and approval.
Assists with tracking and review of Permission to Tap applications, inspection and testing certifications and proposed and as-built utility plans for domestic/commercial W/WW service, ensuring conformance with current standards.
Provides recommendations through plan markups and letters to include assistance and approval from the Engineer.
Performs construction inspection activities including preconstruction meetings, field inspections, witnessing testing and final inspections to ensure conformance to standards, plans, material specifications, and assist with utility transfer. Documents deficiencies and provides notice for corrective action to responsible party.
Applies safety practices to include confined spaces, fall protection, traffic, and work zone awareness.
Assists Engineer, HQ & District W/WW operations teams to ensure compliance with design and operations.
Assists with GIS workplan activities and collaborates with internal and external departments.
Obtains all relevant data and prepares capacity calculations for proposed and existing W/WW facilities for Engineer review.
Conducts field survey of proposed or existing facilities and provides recommendations for improvements with Engineer's approval to ensure conformance to operability.
Represents NTUA at meetings and works collaboratively with customers, federal, state, tribal agencies, consultants, and contractors in reference to assigned projects.
Assists engineer with review of material submittals to ensure compatibility with design and construction specifications, current material stock, and operational needs. Recommends revisions as needed.
Participates in technical standards committees and makes dialogues and discussions come to fruition and turned into functional results.
Maintains and updates all project documents including scanning and creating electronic files. Assists in maintaining NTUA's As-Built Plans for W/WW facilities.
Maintains and updates all NTUA Technical Specifications under the direction of the Technical Criteria Committee Chairperson.
Assists engineer with data management system tasks, capital project development and tracking.
Monitors NTUA work orders/projects and provides status reports or recommendations to supervisor.
Contacts stakeholders to provide updates, obtain information and/or provide guidance.
Works collaboratively with various outside entities on projects; including, contractors, engineering firms, Tribal & Federal entities, and other departments and/or divisions.
Promotes and performs duties, with safety in mind at work station and at job site to prevent incidents, accidents, and property damage.
Tracks individual performance and provides periodic updates to supervisor.
Assists with the notification and implementation of new standards and ensures proper execution.
Prepares special reports and templates in response to internal and external requests in order to provide accessible data for reliable analysis, management review, research purposes and/or reporting requirements.
Performs other duties as assigned or requested.
